We don't know if Shanks ever faced other Yonko in a real battle. He just met Kaido before Marineford War. He also met Whitebeard and told him to not let Ace go after Teach.

Big Mom and Kaido doesn't have to challenge Shanks. But they are on the run for One Piece. Shanks was clearly when he said only now that Kaido and Big Mom are no longer Yonkos that he will join the run for One Piece too.

Garp himself stated that Shanks, Whitebeard, Big Mom and Kaido are equal in their standing and stalemating each other, all equally and massively powerful. Kaido and Big Mom teamed up and wanted to aim for the ancient weapons, rather than attacking Shanks heads on solo, Kaido was super concerned about Big Mom entering Wano, saying they are not prepared for war, Big Mom complained she could've crushed the other Yonko had she teamed up with Elbaf. What you say doesn't make any sense.
