Vegeta's character is very superficial and one-sided but compared to any other character in DBZ he's the most complex one.
But half of his character complexity still beats the combined complexity of all one piece characters.
Toriyama was a shit writer, we shouldn't forget. It says a lot about oda's lack of capability to write characters. They simply have zero depth generally. Remember the depth of one of the most supreme antagonists of OP? "Muhh, humans are insects" "Insects here, insects there". A 75 billion year old immortal half god we have there and that's the intellectual framework we see.
For example, Itachi's character alone beats all characters of DBZ and One Piece altogether

Piccolo and Sanji? Piccolo is likeable uncle, Piccolo babysitted Gohan, Piccolo had extreme diff battle with Goku once before joining the team.
Following criteria above, among Straw Hats Piccolo is kinda like Franky because Franky is the uncle and fought with Luffy before joined the team. Or Zoro because Zoro to Chopper is like Piccolo to Gohan.
Sanji is not likeable and complete cuck like Yamcha. Sanji is not 3rd, it is already debatable among only Straw Hats with Jinbe around, but with Kidd and Law around it is more obvious.
If only main character was Ace then Piccolo would fit Jinbe. Ace vs Jinbe = Goku vs Piccolo. Piccolo the likeable uncle, Jinbe the likeable uncle. Piccolo the strongest from his race, Jinbe the strongest fishman. Piccolo the 3rd strongest, Jinbe the 3rd strongest.
