Break Week Who's the best written One Piece character? (You can't pick Zoro)

Shanks, Doflamingo, Akainu, Aokiji, Kizaru, Jimbei, Robin, Nami, Zoro and Law (though sometimes unfair treatment in combat situations). These are really well written and enjoyable characters for me.

Title says you can't pick Zoro but since the title is a joke anyway it doesn't matter
But I agree on this, I'd add in Kuma Teach and Jinbe as well. And Fisher Tiger.
