Hes likely related to jinbei. He is not a fishman so that eliminates the process.

Former Ace crew member x - Not a chance , i cannot see Spade member joining a beast pirate.

I think he is relatively new character. He does not strike me as type we met before , might have been one of the pirate member who fought fisher tiger . Its possible he might have been unknown crew member who fought jinbei back in his prime.
