Don´t think this works, because the warlords are even more annoying to deal with, and seem harder to get DNA from.
The thing is, the Seraphims were made to replace the Shichibukai, so the WG didn't really care about what they would think. They were disposable since the beginning (not that the admirals aren't in the grand scheme of things, but it wouldn't be wise to get rid of them so early).

Well yeah, but all the government needs to do is ask admirals for DNA, which they would probably all go along with. Idk if this is really true for the warlords, and the program seems to have existed since before the warlord system was abolished, since we have pre ts warlords as seraphims, but not Law, Weevil Buggy etc.

Because it’s a way to get the Shichibukai relevant again in the end-saga. The admirals are automatically relevant again in the end saga.
The fact that Oda couldn’t even be bothered to give us even the slightest explanation why the WG didn’t bother to clone people even stronger than Warlords whose DNA they had easy access to just goes to show how little Oda cares at this point. One Piece has a large quantity of worldbuilding, but a lot of it feels very shallow

Hell Sengoku said they'd have murdered Garp who was an Admiral candidate for not accepting their promotions if not for his achievements and reputation

Dude you seriously need to stop trying to get involved in every argument. The Admirals are just slaves to the CDs at the end of the day, there's no reason to believe the CDs think they have human rights when they treat the Admirals almost identically to how they treat their regular slaves.

If he does something and gets away with it either they didn't see what he did or Oda just doesn't want him to get punished at that specific moment for narrative reasons.

So there’s a difference between the WG and the CDs. Basically by human rights, I mean that in the eyes of the top brass like Kong who would’ve had to sign off on the creation of this military group, the warlords gave up their rights when they chose to become pirates.
