Tbf vegapunk had both Kaido's DNA and his DF DNA and still didn't created his seraphim version. For plot reasons oda only cloned OG Warlords. Otherwise Roger , Kaido, Garp , admirals etc were all would have seraphim versions.

Why are there no Seraphim Yonko? The WG has Garling’s DNA, they should easily have Whitebeard’s DNA as he bled all over Marineford, they literally held Kaido for years in a lab but there is no Seraphim Kaido, they have Shamrock who is genetically the same as Saint Shanks, but we don’t have any seraphim for these characters?

Eitherway, making clones of soldiers who are already loyal enough to WG is pointless, especially when they have Logia DFs which are impossible to replicate according to VP

The only admiral they could probably copy is Fujitora because he’s Paramecia
