We're first introduced to Lasers back in Thriller Bark. When Zoro narrowly avoids a laser beam, he remarks that the resultant explosion has melted an iron bar.

In Egghead, Edison told a Lunarian to dodge the laser instead of attempting to tank it despite how tough those Seraphim are anyway because they aren't ready for lasers yet. This applies to all the Seraphim:

Up to this point, there was a strong implication written in by Oda that lasers could absolutely hurt some of the most durable characters in the series with him strategically avoiding such characters having to take a laser head on and making most other characters dodge, or use their regeneration (Marco) to heal through the damage done.
And Sanji with his Power of Love and flipped brows blocked that. Lasers were a fairly "protected" move in One Piece and Sanji gets the hype to block it definitely as a landmark feat of the series.
