The Marines preparing a raid to attack your country already means that you're in trouble. This statement hinted the abolition of the shichibulai more than anything in case it was said before it happened in the manga.
Also maybe they're capturing her sisters?

1. Plot didn't made Luffy strong. Katakuri haki was still superior to Snakeman, Luffy didn't used FS while at Snakeman form and Katakuri still outspeed Snakeman. The final clash was ambiguous but if you put some basic logic on it will realize that Katakuri won and simply let Luffy ran away.

2. Boa has not a single feat that remotely puts her even on doffys tier. You talking about her being admiral Level? Doffy was afraid of losing his title because of his connections being a previous Celestial dragon along with the fact that he was using his warlord status to do underground work for kaido. Those were the reasons why he did not want to loss his position. Boa doesn't have that concern about needing her postiton since she doesn't benefit from it and since she doesn't have a powerful yonko over her heading threatening her about said position.

Coby beating Boa would be bad story telling in regards to Boa Hancock but Cobt losing would be good story telling in regards to coby who has had it easy imo.

I think Hancock will win or it'll end in a stalemate, just because people keep sleeping on her strength, her having CoC and I can't see Oda missing an opportunity to mix the Warlords into the story as free individuals.

We still don't know what base Koby is stationed at and if he is based in Marine HQ his Captain rank is actually equivalent to a Vice Admiral rank in any other marine base. So if Koby is stationed at Marine HQ he is equally as capable as Vergo, Smoker, etc.

If pretimeskip luffy using coc that he had no control over was putting her nation of people in check added with the fact the pretimeskip luffy defeated both of boas sisters there is no way you can possibly sell she is remotely close to admiral level. The only reason why marines didn't attack was because she was a warlord and that it one of their perks. None of what you stated deduces that she is even remotely as strong as you claim her to be

And? Fishman island wasn't afraid of fighting bigmom does that mean he is remotely as strong as she was at that time? No. So I dont get the point on that one. Her island and people being weak means she will have to fight and body all the marines while simultaneously being distracted as they arrest/hurt her people. Not only has she not shown the strength to do that this explains why she has to rely on seducing men as a means of getting an semblance of an upper hand
