The King Punch requires Elizabello's special body type. That's what I would assume.

The only thing close to that with Luffy was his Boundman form which does have its own signature punch. Kong Gun.

Although, in Nika form, he can buff up, and that could allow him to translate his body into the type needed for the King Punch, I'm not sure if he can do the same build-up that he does. Elizabello spends a long time charging that thing.

He nevver had a chance to. Plus Elizabello didn’t think of that and they wouldn’t have the time to. The dressrosa arc was pretty quick in one piece time, only taking up at most a week. And since they were mainly trying to stop Doflamingo and fight in the coliseum they didn’t have much time to train or learn any new attacks

He's too physically weak. He only gains comparable power when he uses G3 but G3 is too large to create a compact shockwave like King Punch

King Punch was a cool ability that Oda didn't really elaborate upon. I suppose he expanded upon it via Hakoku Sovereignty

Special move that only works with his unique body.

King Kobra has his own King move. The King Chop. Though, it pales in comparison. It's kind of a joke and may have foreshadowed the King Punch.

In addition to his royal authority over all of Arabasta's troops, Cobra was a reasonably athletic man in his youth, enough to help Igaram fight members of Agotogi's gang hand-to-hand. Though apparently lacking any formal combat training, he even exercised a "technique" known as the King Chop (キングチョップ, Kingu Choppu?) on subjects who annoyed him, up to and including his own ministers.
