Lying is not really possible here since the Marines are present. They will hail their hero and the word will spread.
Apparently Garfield did not do anything that could warrant such praise so it all fell on Garp.
CDs and WG do not like Garp much. He was always a thorn in their ass. Its his reputation that secured his position and possibly his life.

I believe they are a secret organisation that operates in the behalf of the CD aka total pieces of dirt while garp was a public figure doing heroic actions here and there.
On another note garling was really chill while pirates were invading, so him being weak is out of the question.
I was thinking what WB told shanks when they met, about his scar and shanks face specifically.
I believe garling was the one that gave that scar to WB.
