This is the meeting which only Mihawk, Doffy, and Kuma attended. I’m not surprised that Moria and Hancock didn’t attend, but why not Jinbe? Seems out of character for him. He’s an honorable man, and the whole point of him becoming a Warlord was to help improve human-fishman relations, so why is he casually blowing off a meeting that he was summoned to?

That warlord meeting was taking place due to Crocodile's imprisonment.
A seat was vacant, and someone had to fill it.
Blackbeard was the only candidate; Lafitte was there for a proposal for Blackbeard, and they traded in Ace.
We know Jimbei refused to fight Whitebeard.
But the timeline doesn't follow that. So, Oda just wanted Jimbei's introduction delayed.
Jimbei was teased back in Arlong Park. And introduced to us in Impel Down.
Just like how Loki was teased in WCI, but introduced in elbaf.

There´s nothing good tbh, just that Jimbei might have been busy doing things for Whitebeard or FMI and that these warlord meetings aren´t super important, all that matters is that the warlords pay taxes and fight smaller pirates/in WG wars.
Out of universe, I imagine Jimbei was probably supposed to be evil at this time, with Oda only changing his mind a bit later once he really set his mind on the Fishmen oppression plotline in Sabody(with some build up in w7 when Tom is insulted for being a fishman). Before that, we knew Jimbei as the guy who got Arlong out of jail only, so not really build up for a good guy who cares about race relations, lol.

The meeting is held at Mariejoa, where you certainly will meet them and their slaves.
Basically similar to Boa who hates them as well.
Beyond that, one can doubt the validity of the meeting itself.
There were only Marines there, no government officials, and the former despise the Shichibukai.
So such a meeting seems illogical in retrospect.

It was probably due to some bs reason. I mean, he didn't join the strawhats right during FI arc to basically save a sea kitten and give a sermon to Wadatsumi. Crocodile's downfall didn't exactly affect him or FI too, so he probably considered it a worthless reunion. Could've even missed it to just spend the time swallowing ice cubes.
