Because by the time Mihawk would arrive to Wano, it would have already been a subdued country under Kaido, with no more true Samurai will in it. All spirits crushed by Kaido and Orochi and the memory of Oden's death is still very fresh. Not to mention, half the Scabbards were time travelling and the other half were in hiding to prepare for the 20 years promise. What kind of strong swordsman is there left for Mihawk to battle then?
