General & Others Why didn't Arlong Invade Goa?

Arlong talked a lot of shit about how he was gonna take over East Blue yet for nearly a Decade the only place he took over was some small village

Meanwhile next to him was a moderately big Kingdom like Goa with a lot of wealth and a lot of racist nobles he could have vented out his hatred of humans on

Why didn't Arlong attack it?

It was for plot convenience so most of the Straw Hats wouldn't know about him and to prevent him from possibly killing Ace and Luffy before they were ready to start their pirate career and to stop him.
He was also biding his time and amassing wealth, crewmates and Nami's maps to prepare his plans while keeping a relatively low profile so the World Government and the Navy wouldn't realise the true threat he and his fishman crew posed to East Blue.

Goa is Kingdom that is part of 50 kingdoms who represent over 170 nations which are allied with World government, Goa have army unlike small villages, Goa probably have allies too, Alrong was for certainly aware of it, question is does Arlong & co can defeat Goa Kingdom and control island? And IF they beat kingdom could they defend it from other Pirate crews? Or by some country which is Ally of Goa or just Wana spread its influence, and by that scale(taking down WG country and rule it) you get more noticed by Navy and they would take interest it you , so short:Arlong wasn't powerful enough

Bluejam who had a bounty of 15 Million apparently was too weak to take over it and only wanted to be a Noble so if makes sense of the Goa Military is too powerful for Arlong and even Don Krieg's crew before Mihawk killed most of them

But this does bring up the question, what the fuck was Arlong's plan? If after a decade he still is mainly attacking smalls islands

Then he might as well have given up on his "take over East Blue" plan

He’d already subjugated an entire island to his whims, and he knew the more trouble he caused, the more likely Kizaru or someone of similar stature was to come and whoop his ass again. If the choice is between extorting a single island so you stay undetected and causing mayhem among a bunch of places which attracts attention, someone as calculating and sensible as Arlong probably has little difficulty coming to a decision.

He knew he was too weak for conquering the world, afterall he had nightmare before, being bullied by borsalino. So he thinks conquering east blue is enough for him to live happily for the rest of his life:myman:

Because he would have been demolished by the Marines had he attempted to try and take over a Kingdom that is allied with the World Government.

Even Crocodile, who was a Shichibukai, couldn't flat out take over Alabasta. He had to slowly try and do it from the shadows, cause a full frontal assault would have resulted in the World Government having to take action against him.

Wasn't it said Arlong had a few islands under his control? He probably just couldn't expand that far. He was playing it safe, bribing what marines he could to expand his empire covertly. Brute force and trying to outright conquer East Blue islands would just call down the wrath of the WG and Navy on him.

Besides, around the same time Arlong was getting started a Tenryuubito visited Goa. I wouldn't want to attack a nation that is important enough to warrant their attention.
