But have you guys considered that if the wg kept on nuking random islands for the past 800 years, there would be nothing left to rule?
Pirates like kaido, Linkin, and even Roger are bountiful if you stretch the time horizon. There's no point destroy everything just to eliminate the current strongest outlaw out there.
