Current Events Why didn't Zoro want to kill/defeat Lucci in the middle of an active Buster Call/when many of allies are in threaten?

Because Oda needs stalling quota to reach.
Seriously he want for drama purposes to have Lucci and Zoro be close and finally put to rest the stupid Zoro close to G5 shit(The only good thing this fight did).

At the same time while the fight is supposed to be tough,he needs to wrap it up soon and directly implies that Lucci is stupid for thinking he was the one in control of the duration of the fight and it would be easy to end it now.

Either you have it under control and end it the sooner possible to help the other or not.

In-story (aka my headcanon based on the content of the story): Zoro is purposefully procrastinating with Lucci for no other reason other than he can because he loves stalling a lot. In fact he loves stalling with his foes so much that it can sometimes become counterproductive to his purpose of fighting his opponents in the 1st place (look at the Monet "fight" for reference)

Meta-Reason: Oda has to keep Zoro occupied as he has no relevance to the main plot, and his presence is an obstacle to how Oda wants to write his story, so he moves Zoro out of the picture through a fighter so he doesn't need to put much thought in writing Zoro while simultaneously handling the main plot, though it is usually done extremely poorly as this in turn makes Zoro a hypocrite and quite incompetent given how his lack of urgency within these fights goes against some of his major characters traits, and how obvious Zoro isn't really doing his best considering how little of his arsenal he uses, if any at all.

The biggest reason is he wants zoros biggest moment, which is finally fight a top tier, to be on his number which is 1111.
