Wano was cut off from the world. Kaidou took over and there was barely anyone training with swords , Wano turned into a factory for Kaidou not Soldier. he killed all the relevant one's.
Others went into hiding.
They see Ryuma as the Sword God probably there version of World Strongest Swordsman and Black blade Knowledge is universal as a feat in wano. people would identify it at notice.
Mihawk who has the black blade is simply indirect Wank of Mihawk only.
