I think all of CP0 have masks. Lucci, Kaku and Stussy didn't have masks during Reverie either.

I can buy Jyabura being a masked agent, he was strong and cool in his arc, but we were told "masked agents are the strongests of CP0" or something along those lines, right? Implying some do not wear them. It'd be kind of disappointing if Kalifa, Blueno, Kumadori and Fukuro were now among the strongest CP0. Kind of would hurt the group's reputation overall.

wabura most lead the weakones like khalifa or choppers opponent from enies lobby. He is like sanji a leader. Why should lucci take someone stronger as kaku if lucci can protect himself the other group in flashback needs help so he send jabura so protect the weakone(like sanji on zou) kaku nothing do in this egghead arc like zolo.thats fact

Why is wabura not shocked about the fighting between the admirals, because jabura is stronger as the Ladmirals.

Ohm does suck though, so he can stay on Skypiea taming dogs. Even then, Sanji's Skypiea opponent won't have a better portrayal because he didn't exist.

Kalifa, Blueno, Kumadori and Fukuro with power inflation should be around Veterans level.

The masked agents back in Onigashima were also around that level except Mr. Go who singlehandedly defeated X Drake.

And he was a major reason of Luffy's downfall against Kaido. So Guernica is Commander level.

Guernica vs Jabra would be a interesting battle though.

We can easily say that all old CP-9 are from CP-0 because of their white clothes.
They got fired and sued WG for work rights and got hired back with promotions.
