yeah but in this case they acknowledge a subordinate is stronger
its rare but it clearly happened in this case.
why should archaic rules remain the norm in a crew with a different structure.
and mind you most of buggy's bounty comes from being their captain, their bounties seem to stem from mostly individual prowess .

It's a gag, Oda made the guild structure be, 1st in command Buggy, 2nd Crocodile and 3rd Mihawk, while the powerscale is the other way around, showing that Zoro will also defeat a yonko level character without being a yonko character.
WG doesn't have a fight history for Buggy to place his bounty high enough, like other crews.
Mihawk's motive could be something like, Shanks might asked him to protect Buggy, which is not inconceivable, and if you think about it, in this chapter if it wasn't for Mihawk, Buggy might be dead rn.

Brannew gave Crocodile and Mihawk individual threat level bounties.
You can see it clearly with his dialogue in the chapter:
-"A very intelligent active logia user with great charisma".
-"A total worthy for the World strongest swordsman".
Buggy is the only one given a bounty in context of the cross Guild hence his lower bounty than Hawkeye.
By the time Cross Guild expands in power and influence,their bounties will be updated and Buggy will have the largest bounty amongst them as their "leader".
