Questions & Mysteries Why does Oda keep highlighting that the marines can't attack yonkos without permission

I feel like there is a reason why he is doing that.

I am asking why marines don't retaliate against yonko attacks not initiating attacks on yonko forces

The Yonko are more than just mere pirate captains. With the amount of territory and manpower under their control, each one is essentially a ruler of a powerful nation. They are called Emperors for a reason.

So fighting these guys is less gunning down some criminals and more like having a flat out military war.

Besides the fact that the Marines aren't supposed to do anything without permission from the World Government, waging wars against militarised nations isn't in the job description of what the Marines are supposed to do. The power vacuum that comes with removing such powerful figures is also a big incentive as to why the Marines are told to leave the Yonko alone.

It’s more to do with the list of priorities the Gorosei or even Imu-sama hold, I think. The world has so many issues present and the pirate threat in the New World is only one facet of it. So imagine if you allowed even rear admirals to retaliate against Yonko crew and sparked a bigger fight. Now you have to focus on this new crisis that, in the best scenario you win with casualties, and the worst you lose and face public disgrace.

As it stands, The Yonko have never presented enough of a threat to approach them seriously.

Yes.
When the towers fell, the US military didn't willy nilly go and attacked back whomever they thought was responsible. They needed permission, via the Congress.
They needed permission to invade a sovereign nation, Afghanistan.

Otoh. Why do they need permission to attack the island Buggy and the cross guild are at?

Consider Sengoku straight up said the CG needs to be wiped out. Asap.

so if a nation attacks your base you would ask for permission to fight back.
Did you even read what I wrote? I'm taking about invading territories of your enemy, which you 100% need permission for you.

You don't need to ask permission for self defensive acts.

Unless you're a Great General of Qin, only then do you not need to ask for permission

I'd argue the bounties on marines are a proper justification for self defense.

I mean, the last time they went to war with a Yonko, Whitebeard completely wrecked their headquarters right in front of them. Not to mention, he devastated the island they fought so hard to protect, all while dealing with illness, old age, and heart attacks. Attacking a healthy Yonko would be much worse than that.

For instance, Kaido would obliterate Marineford in a single strike, a magma dragon the size of an island with continental-level destructive power and the ability to inadvertently melt massive structures upon contact, accompanied by an army of 30 thousand soldiers including the mighty samurai of Wano, along with warships equipped with the world's finest precision weapons manufactured in Wano that is an exaggeration for the Navy, the statement from Green Bull admitting to fearing Kaido wasn't a coincidence. He alone is making four admirals work together to stop Kaido's final attack. LOL.

then you are talking about something else. because the thread is mostly about the marines not retaliating against bb pirates.
