Powers & Abilities Why doesn't Blackbeard simply use his quake powers to drown his opponents?

Blackbeard has the ability to create earthquakes

Yes despite the fact that he has his ability and is in a setting where the vast majority of characters cannot fly and are weak to water he somehow never simply tried to defeat his opponent by just making small quake to create holes in the ground or using tsunamis big enough to drown his opponent but small enough that he would be unaffected by it

He can not just control it to the point where it only destroys a little bit like that without destroying a whole lot more.
The fruit is highly destructive by nature.
Look at how Zoro couldn't control Enma at first and it made him slice way more than he wanted. Now imagine that but in fruit form

For the same reasons of WB, he'll only endanger his own crew and his opponents have ways of countering/escaping it (e.g.: Law can "shamble", Luffy can fly, Shanks can just block it with haki or, if caught, swim, etc.). It's another story on sea though, he already shown that the Gura Gura is indeed the best DF ability at naval warfare.
