I just do not buy this idea that Shanks during meeting Luffy was THAT green behind the ears. From what few glimpses that are given to us Shanks was noteworthy enough for his fights with Mihawk to be the talk of the sea back in the day. I am not saying he didn't grow stronger in the time since, I am just saying the notion that he was some Haki-less scrub, as was Mihawk when they fought, doesn't work.

How come White Mustache was labeled "The World's Strongest Man" when his first ever decent fight on screen he died?

How come Shanks is a Yonko when he's never fought and beat anyone noteworthy and lost his arm to a fish?

How come Kaido is labeled "The World's Strongest Creature" when he's been beaten and captured many times, and his first ever decent on-screen fight he "won" via trickery and sneak attacked Oden? Same Kaido that is going to be defeated by an upstart with 1 and half years worth of Haki training.

How come Linlin is an on-screen clown and is deemed a yonko and powerful for some reason? Her children carry her now and Rock's did before.

The Yonko are also among the strongest figures and all they do is ruling over territories in the new world being backed up by a large crew and allies, not seeing each other for decades. Same goes for Whitebeard, who lived his life mostly as a father to his crew, avoiding most conflict, not even wanting to fight Kaido in Wano to avoid unnecessary deaths, even avoiding marines. Yet he proved himself in his fight(s) with Roger. Same goes for Mihawk. He had legendary duels with Shanks that shook the grandline, acknowledged by Whitebeard himself when talking about the legends of the past. Nothing else matters. If he didn't face Vista, it is because Mihawk deemed it unnecessary. And it's not like Mihawk is not seeking the challenge. Going as far as to train the swordsman that wants to surpass him.

He might have defeated Shanks? Maybe?
Although it’s more implied that they were equals but then Mihawk lost interest after Shanks lost his arm.

Seriously, why is he considered the WSS? Who did he beat? Where is the person or committee measuring his power amongst all other swordsman in the series and making the call?
Why is Shanks a Yonkou when he hasn't defeated anyone of note?

iirc, Mihawk used to duels with Shanks and he got famous to the point that he become the WSS. While it's never stated that Mihawk beats Shanks to get the WSS title, I would predict that he got that title after Shanks lost his arm.
And Shanks affirmed he got multiple scars on his body :endthis:
