Mihawk is the man Oda decided to use as an end goal for Zoro, thus he made him the strongest swordsman alive and made characters acknowledge him as such.
There'd be no reason for the characters I listed to be called the WSS constantly, as Oda doesn't have much of a reason to. They're not meant to show how strong another character is and to be their end goal, so why give them such a title?
It's the same reason why nobody was announced as the WSC besides Kaido. Kaido existed to show that Luffy was able to defeat an Emperor, granted he had a handful of advantages against Kaido.
