It's probably a reference to "Royal Blue". The color blue is often associated with royalty or aristocracy, because it used to be a expensive pigment or dye to make.

So, in theory, the blue hair could be Oda hinting that all these characters descend from some ancient royalty. Possibly the King of the First World. That would explain why Vivi is so important. She's the biggest piece of the puzzle, and the closest to the original royalty, as the Princess of Alabasta.
And yes, people HAVE already been theorizing that Buggy could be related to Vivi before all this.
Alternatively, part of me kind of wonders if it could have some connection to Sapphire Scales. Mind you, none of these characters have that disease. And they don't seem to be carriers for the disease, either. But, maybe they're immune to it? Maybe their family line has blue hair as a side effect of having the right antibodies to fight it off? Similar to the idea of someone's hair turning white because of a bad disease or shock. Similarly, I wonder if there's some connection between all this and the blue dragon that Kaido turns into. I have a hunch that there could be some connection between the Sapphire Scales disease, blue dragons, and blue-haired people. Either blue-haired people being descendants of blue dragons or having some similar reaction to the same disease that effected both humans and dragons, once upon a time. But, time will tell on that.

Overall Oda uses color for storytelling. But a lot of times I believe he is using them to create a new form of appreciation of color. From the exterior, you could say, "it doesn't look great", perhaps, but it's challenging, and that is the fun part of it. Maybe the fun is a construction

Also, Oda himself must see some value with Black hair, since he gave it to Xebecs son, who´s kind of one of the more important characters.

Are they even a proper duo? They got intro´d together, but Shamrock left, while Gunko stays in Elbaf. and we know Gunko is significantly older then Shamrock, being Imcel´s personal assistent(?) or whatever since 56 years ago. Maybe you have a point with the Buggy Shanks thing, though.
Oda liberated himself through the course of his carriere, especially in term of color. He explained, if I'm remembering correctly, that he stuck to a very specific color palette in early stage but he learned to overcome that to try new things later on. THis is why the farther we get the more color you can see in color spread and colored drawings. Oda is having a lot more fun now than before in term of color.

I would buy this if Buggy and Shanks were found together in treasure chests last chapter or whatever, but it would just be retarded for Oda to try justifying Buggy being Xebecs son, and found by the Roger pirates years later. Oda already put the build up for that meme with the bounty pictures being similar, but he didn´t commit to it.

I love the blue but I heavily agree too. Yin yang symbolism and parallels Blackbeard getting the Gura Gura and Yami Yami too. Xebec wanted 2 legendary DFs to take on Imu which we still don't know for certains which ones too. Nika must have been one surely? I suspect either Yami Yami or Ope Ope possibly.
