Otoko role might be more of emotional one when we find out who she really is. Oda just randomly brought her to the festival. We know the Tengu can fight and also comment on when Zoro changes his Sword black, but whats the purposr on Otoko. The vivrecard tells us Yasuie isn't her real father. Maybe she a kurozumi or something. I also expect Otama to be special is some kind of way too.

For the same reason everyone else in Wano is at the capital. It was literally said that this is the only day they can eat and party without worrying about Orochi or Kaido, so of course Tenguyama would bring Toko along.

For a more narrative centric reason, Toko will witness the dawn of Wano like everyone else and be part of the post arc party.
