because he was used by Fujitora as an excuse .
i can see him becoming an Admiral but that will be post the Final War against World Govt and Marines , right now he isn't on the level of Admirals yet .
he can be the Orange Admiral , the mix of Akainu's and Kizaru's colours . he already showed reckless nature that Kizaru has showed , as for similarity with Akainu , idk but maybe he's fierce ( somewhat at least ) like Akainu is

If anything, Sabo is underrated. He is a top tier.
He has what Ace was lacking - great Armament haki and uses a weapon, the only improvement would be if the weapon was sharp but considering his abilities as a whole it is good overall combination.
Definitely a guy to keep an eye on from the young generation since he can make it big, if he doesn't die as well.

I mean he fought 2 admirals with only Karasu as support and sent at least one of them to the hospital.
Number 2 of the revolutionary army, has a powerful logia df, seems to have a good haki, fodderized one of BB's most relevant fighters.
I think people are more or less right when talking about him, YC1 level or low top tier.

Not sure what Law has to do with Sabo but if you want to compare them - Law has a better fruit but is severely lacking in Armament department which apparently affects his DF. Law's weapon is better but again, without great Armament to back it up, he will lose to Sabo who seems a very good combatant. Law is lacking in haki and stamina, probably physical strength too to be comparable to Sabo.

The reason is because Sabo has a ton of potential.
first off, he's RA#2 in command, now you don't reach that high in an organization supposedly against the WG (including navy) if you are a fodder. and that's before he got his DF.
secondly, Sabo acquired The Mera Mera no mi, which by itself, is considered a powerful logia, not to mention the "inherited will" thing we keep hearing about in OP, Sabo def. has reasons to inherit Ace's Will (who btw was YC2 level)
lastly, the sentimental factor plays a huge role here, sabo, the other "brother" of luffy will not simply be made into a joke by Oda, the guy fought an admiral and a YC and infiltarted Marejois, You don't get to do these stuff and still be considered behind other characters.
