When you look into it more closely it's clear zoro does carry shimotsuki blood his grandmother furiko was older sister of Uhimaru. That explains the massive resemblance between them however the shimotsuki aside from Ryuma himself don't really appear all that powerful.

Ushimaru was said to be fairly strong

I'm not saying Zoro's genes carry him

I'm saying he's tied to a top tier by blood

This isn't exclusive to him either

80-90% of top tiers have some sort of "special" heritage and those that don't have legendary DFs

If they aren't D's they're something else

They still had to work hard for it but they aren't "normal"

Rayleigh and Big Mom may be the only 2 true exceptions in the series

I'd say Mihawk is one too but he may be related to Imu and the Narona Family
