Its all in portrayal. Buggy told teenage shanks he was dissapointed. Kinda hard to compare puberty shanks to 40something blackbeard and mihawk.

Whenever shanks shows up, he gets his way, no diff. He wants to talk to the WSM, he does it. Even splits the sky. He wants to stop kaido from going to marineford, he does it. Even makes it to the war with no damage. He wants to stop the war? He does it. Blocks akainus attack and ends it with a threat. He wants kidds glyph rubbings? He gets them. Even one shots kidd and killer.

Blackbeard usually gets his way too, but man does he do it ugly most of the time. Some shit is clean, like laffite putting his name up for warlord. But usually its, try to get to impel down, gets poisoned and has to be saved. Tries to kill sick injured old Lbeard, gets put down and needs a pistol and his crew. Or he fails like, tries to take hancocks fruit, gets his commander's one shot and has to retreat because Rayleigh.

Then theres mihawk. Talks a big game but does nothing. Why did oda draw him ominously sitting and talking about how exciting it will be having the marines chase him. Only to show him pack up his shit and run to croc. Why did oda do that shit?

Mihawk doesn't go around saying that either. We know he's waiting for a worthy opponent because we were told directly. You have to work around that fact when treating everything else regarding him.
