his point was : Shanks can't be among strongest cause he lack WS titles
and I proved : the very pinnacle of strength in op don't have any WS titles

Shanks being a Ad.CoC is enough for him to be among the VERY strongest as Kaido said

All the admirals was going to fight but waited on orders, I don't know about mihawk man left cuz he a punk
