Character Discussion Why is Topman the only competent Gorosei?

Warcury hasn't done anything to be considered a competent villain.
It's just that Nika is a moron and keeps attacking him without adv CoC. But Warcury himself did nothing.
The other Gorosei are getting stalled by weak trio, Sanji and a bunch of fodders, and couldn't do any substantial damage to any character.

They are useless, they have no actual value, they don't do shit, they are also supposedly the minister of different subject but they all are the same character. All around garbage character 
I’d say Saturn feels pretty distinct from the others since he’s the one who’s gotten the most focus. But depending on how much Oda plans to do with the others they might get comparable amounts of characterization.
@Peenix you're talking like killing bonney is a walk in the park, bonney + Sanji are comparable to healthy king + queen , now add Franky and you will realize that unless your name is shanks,kaido or luffy it's not that easy to kill those three

To be fair:
Killing Vegapunk was the objective, they had no way of knowing this recorded speech could've bene a consequence.
Vegapunk was simply one step ahead of them.
It definitely isn't as easy as it looks, as said in the recent chapters the Transponders are all sentient beings, and in an Island like Egghead (literally the most futuristic out there) it's fair to assume that Transponders are all over the Island. Just think of the security cameras...
Not an easy task to accomplish in 10 minutes, the only solution would be to destroy all the sentient beings on the Island, a conclusion the Elders have already reached at this point.
Also, I think in the end the Main Transponder will be revealed to be inside York. Which would be a real slap on the Elders face since she was their very own spy to begin with.
