Same reason Robin's still the Demon Child despite being thirty years old.

I don't expect the epithets to change anytime soon, except maybe for Chopper when he finally gets a real bounty- cotton candy lover isn't exactly the coolest nickname around.

Ussop's changed because the Marines found out who was behind the Sogeking mask, and because near enough and entire island say people start calling him God Ussop. Brook's changed because it was fifty years out of date and since then he'd became famous worldwide as the Soul King anyway. I don't expect any of the others to change when we've went this long with them.

As for why he's Pirate Hunter in the first place, well, mostly because it sounds cool. But in series it makes sense as well, because he was already famous in East Blue with that name. People were calling him the Pirate Hunter long before he got his first bounty, and if that was the name he's known by, it makes sense for the Marines to advertise him as such.

Well, tbh whenever SHs do something significant, it's Luffy who gets the most (if not all) the glory... Like with Dofla, every newspaper mentioned how Luffy was such a badass, but what Zoro or Ussop or any other SH did got no attention from anyone. Right now he's just a member of Luffy's crew, he doesn't have any personal identity, so I don't think they care wether he's a 'Pirate Hunter' or something else.
Maybe it'll change after Wano, when Zoro, Sanji and others take on Ultralords of New World and make names for themselves like Shanks's crew.
Usopp literally called god as his epithet and got 200M bounty, and Zoro also got 320M bounty for what he did while the other crew only got 50m bounty increased. Zoro and Usopp got the credit they deserve.

I think one reason why epithets don't change is for the reason of consistency. They don't change it so the people named after and associated with the epithet can still be easily remembered and referenced throughout history and after their death. I think the only time and epithet has changed is if the bearer assumed an new identity. So long as their real names are known, their really is no reason to change it.

And besides Pirate Hunter Zoro still sounds better than Dragon Slayer Zoro to me. Cause unless they specifically state kaido's name, a pirate hunter who hunts pirates still sounds more impressive and relevant to me than a pirate who hunts dragons.

Why is he most known for his time as a random bounty hunter in the East Blue? Isn’t everything he’s done as a pirate way more significant?
his actions as a pirate hunter were grand enough to give him an epithet. no reason to change it.
there is nothing dark about the "Dark King" as far as I can tell. nor is Robin still a child.

its not that Zoro is most known for this. its simply that he WAS known since then.
