Because Zoro and Luffy don't need thes guys are their only benchmarks. Sanji had none, best he had was Ivankov compared to Ray and Mihawk.

Even in second last chapter we see Zoro and Luffy having comparable personality trait to Roger instead of Rayleigh for Zoro.

Shanks, Roger, JB/Nika

Zoro has multiple parallels/benchmarks:
Rayleigh, Ryuma, Mihawk

In Wano Luffy is paralleled to JB while Zoro is to Ryuma. Sanji doesn't have any such parallel, his best was Ivankov and now Gaban.
