As some have stated it might be reasonable that Luffy never was invited. Kidd on the other hand might have been a candidate but he would be too stupid to exploit it without Killers brain. Smarter dudes like Law, Doffy, Teach or Crocodile seized the opportunity and did their own stuff.

1- Beause the WG wanted to take credit for Alabasta, they didnt want to announce that a pirate was the one who saved an affiliated country. And withoud announcing that publicly there was no justification to invite some relatively unknown pirate to the ranks.

2-Luffy declared war on WG in Enies Lobby by burning the flag.

3-WG would never suport someone with Robin in their crew to join, WG didnt know crocodile was behind baroque works, nor that Robin was one of the executives before the whole Alabasta thing happened.

People talking about Luffy setting war against WG which resulted in nothing, they didn't send Admirals or even Vice Admirals after Luffy, forgetting that Teach was on a Yonko crew for decades, Law saved Luffy back at Marineford, Doflamingo tried to stole Law's DF from Marines/WG, Jinbei is a fucking Fishman, etc etc etc.

"Controllable" Crocodile was after Pluton that would make him the biggest threat against WG. Doflamingo was feeding Kaido's army one of the biggest enemies of WG with SMILEs while also making researches for BM on giantification.

Mihawk do what he wants to. WG is lucky that he is not a hero/revolutionaire. Marineford heavily emphasizes Mihawk's presence there.
