The only solid reason is the fact they are afraid to let him being free. Imagine if he joins a Yonkou, it will shake the world.

My only issue is that they cut ties with him in the first place. It's not like Mihawk will be defeated (as far as the marines are concerned) or end up shaming them like Crocodile or Doffy by screwing over innocent people.
