I think Oda simply had a creative crush on this actress because of her roles on Netflix, most likely said that she was perfect for the role without really thinking about the political impact of his descision and the production went with it.

Yeah, it sad because it's another case of MENA people being replaced by Indians in shows.. but I don't think it's because of racist. Simply a rushed and naive descision.

Why is this a thing?

Even in Aladdin, Hollywood uses Indians actors for Arab roles but yet have no problem hiring actual Arab actors for playing negative role

There are no good egyptian actresses

it is why there's only been a white and and black american actress playing that role
