Current Events Why oda teased Shanks in chapter 1000?

In Chapter 1000 Oda brought up silhouette of someone which looks like shanks.( Left panel)

But interesting part of this is we have shanks with "Strawhat" and chapter title is also "Mugiwara" No Luffy.

And, we have narration of Luffy declaring he will become pirate king.

It can't be just coincidence. It's like a foreshadowing of something related to shanks.

This become quite important as we have oda hyping in an interview that "Red hair pirate" will move in 2021.

What do you guys think?

Luffy will enter "the great pirate" area and thats why Shanks making a move.

Shanks' time will draw nearer soon enough. Manga clock is ticking mightily and this manga should eventually not make it to 2030, and if that shall be the scenario, I don't see Shanks' character lying wholly out of sight.
