I’m gonna list my main arguments from weakest to strongest in my view.
1) There’s pretty much no major story set up or antagonism between Sabo and Akainu. There is story set-up involving Sabo and Fujitora, but not Akainu. Just having the mera mera no mi on its own does not present a narrative.
2) The person with most story set up to fight Akainu in the revolutionary army is actually Dragon, since it’s heavily implied/foreshadowed that Dragon and Akainu have a dynamic of sorts in Marineford.
3) Additionally, Sabo said he didn’t care to avenge Ace. In fact, Sabo’s actions against the World Government are portrayed as that of a liberator, not as those of one seeking revenge.
4) I think it would be pretty weird if Luffy didn’t take down any top tier marines before the series ended, given that he said he wanted to beat everyone in front of the One Piece which Chinjao claimed were the “naval admirals and emperors of the sea.”
5) There’s also Luffy’s scar (and trauma). I don’t think I have to explain the significance of scars in One Piece.
The two most plausible candidates to fight Akainu are Dragon and Luffy.
