No they don't ZKKtard, they say ''strongest swordsman'' / ''greatest swordsman'' , strongest only in swordsmanship, same thing as being more skilled.
-Swordsmanship skill, or different fighting skills, DF abilities, or marksmanship etc
-Haki
-Physical stats
3 different categories. 1st includes Mihawk's title. Other 2 doesn't as every fighter can have those.
