The Marines are the biggest Memes of the seas, both in power and in fulfilling their duties. You see, the only noteworthy pirate who was captured by them had to go to Marineford ALONE to challenge the entire Navy, and even then it took Sengoku and Garp along with thousands of Marines to help capture Shiki. Roger turned himself in, Kaido used the Navy as his cafeteria, and Old Rayleigh was said to have had sex with the new Marine recruits in Sabaody right next to the barracks. They never captured anyone noteworthy.
