You know the capture track record of the Marines, it's not a glorious one, they only capture big fishes when said fish deliver himself/herself to them or is beaten by the Straw Hats.

Mihawk was the biggest assassin of fodder marines. As we know, he doesnt fight top tiers and is equal to high tiers, so his victims were fodder marines.

Marines were losing many numbers by Mihawk that always liked to bully fodders, named him the marine hunter which didnt include high tiers nor top tiers.

For that reason, they sent fodders after him yet still pushed him to change island.
