And by the time he was an established pirate, Doffy had bigger plans than being a mere God's Knight.

Doffy's goal was actually to destroy the WG and everyone who wronged him. That's why he was helping Kaido, he believed that he would be strong enough to do so (and was aware that he himself wasn't strong enough).

It’s incorrect to assume Oda didn’t plan them. The Shanks doppelganger mystery has been a plan since before the Reverie was thought out at least.
But beyond that, we should assume the GK, at least Shamrock and Gatling, were part of the plan ever since Oda showed Shanks in that box as a baby.

The end of the Dressrosa arc and the start of the Reverie arc are more than 100 chapters (and 3 years) apart. It could be still an unplanned thing at the time.

OP, it could still happen because the WG is likely only acting because the war that will start after Vegapunks broadcast and the OP finally being found. The giants will be very good allies and Elbaf is considered the strongest country in the world. I believe Egghead was 2 days ago in universe.

That's a good explanation. They didn't need to "hire" CDs before, now they're in full need.

Because they’re not going to make someone a CD just for their own strength. Loki was only invited cause he can bring with him an army capable of conquering the entire new world the portion of the sea least under WG control.

The thing is, Doffy is a former CD and knew at least some of the Mary Geoise's secrets. It would be 2 birds with one stone (they'd get a strong asset and would appease Doffy's original wishes, plus they would prevent their secrets from leaking out).

(1) Well, I'm aware of that, I never said that he was still a CD. But his former CD status is a bonus for a nomination IMO (it's a much better state than Loki, who's a commoner scum who actively despises the WG).

(2) I don't remember Doffy wishing for Imu's position, but I could be wrong. I remember him talking about destroying the WG and having the Ope Ope no Mi's surgery to acquire immortality, that's it.

If you think Crocodile's bounty would be 2x higher than Doffy, you need an IQ test. Doffy has been portrayed as Croc's superior every chance Oda has gotten to compare them.

1. The only reason they are recruiting Loki is because they want Elbaf to be a WG nation. Loki is of a royal line so it would be in line with the royals abandoning their kingdom to join the WG. With Loki on their side they can either get the giants to submit or beat them in a war.

2. The Doflamingo family already is part of the CD, so what is there to gain aside from military power? A Warlord does the same thing without inviting someone who abandoned the CD back

3. Doffy was the one who bribed them, meaning he got to choose his role. He wanted to remain a pirate until he could get the means to go after the throne. Warlord makes the most sense and ultimately it was beneficial for the WG as well, afterall Doffy wasn't above following orders
