Imo aside from top tier coa, both quantity and quality, you need also an extreme mastery of the object you want to perma black and this is why characters that have not dedicated their whole being to the sword are not capable to do it.

They don't have to, they are not only swordsman, and maybe it takes something more than just haki to turn it black.

Oden had a premature death and also not one but two swords. Maybe if he had more time he could have made a proper perma black blade.

Mihawk is 41 now. Ryuuma died in his 40s. So that aint a reason.

They simply do not use their sword so often. To have a black blade, it is necessary to have long and hard battles blackening and using the sword efficiently.
WB didn't even leave his black blade to collide with Oden, he just doesn't use his blade much, much less blacken it.
Same thing is Shanks and Big Mom, they don't use their swords much, they don't blacken their haki sword very often just like Mihawk, Ryuma and Zoro.

The only other person in the series who has been stated to be capable of making a black blade is the man who will be the future strongest swordsman on the planet

WSS made his blade black?

In Monsters Ryuma is the King of All swordsmen. The strongest swordsman on the planet... He made a black blade

In One piece Mihawk is definitively the only man who has been called Strongest swordsman in the history of the show and story... He made a black blade

Zoro is the only person in the story who we know for a fact will become the Stronger swordsman on the planet... The only person who has been mentioned or foreshadowed to make black blade
