Why vegapank made the seraphims after the warlords and not the admirals?
Since we learned that logia fruits are almost impossible to copy does that mean Vegapank didnt made the Sera s after the admirals because without logis fruits the admirals are average fighters?
I mean look at sera hawk bro without a fruit cleaves islands in half and thats like 1% of mihawk copied in him

Think about it, Mihawk is a normal human with no fruit so cloning him it's easy and then just gotta add some random fruit.
Same for Boa and Kuma, they're humans (or were in Kuma's case) and their fruits doesn't affect their shape or anything.

He can't clone Logia fruits so why would he be able to clone a magma human? These people can be decaptated etc and still live, even without human shave, it's something on a whole other level.
This is what I can think of at least, the relationship between Logia powers and the user is completely different...

Anyone got other ideas?

Because they are regular humans.
Meanwhile, all of the original Warlords may some be from some special race.
Thus, Vegapunk was after those racial abilities.
