Not really nerfed about when it comes to his dolls.
His dolls are basically a passive ability of his DF,like how Luffy's makes him resistant/immune to blunt strikes. He can't grow its limit.
As for what he said when facing Kizaru. He simply meant that 10 life's are not enough to face off against one of the strongest people in-verse. There is nothing more into it.

Not having back up dolls ,is clearly a plot convenience. A clever guy like him not reading his card and not having any dolls on him for protection ? Kinda smelly.

Oh and btw, how is hawkins predicting that survival is at 0% if he had confronted kaidou when kid and killer did exactly that and survived?
And how is it that he thought he would die while wr know, and now he knows as well, kaidou does noz kill but turn them.
● "My chance of victory was 0%"
● "Escape chance, 0%"
● "Submission to survive, chance 40%"

I've just seen anime Zoro vs Hawkins. Did Zoro really use Ichi Gorilla against the strawmonster. That creature felt a lot stronger in the anime than in the manga?
Just the anime taking liberties . Nothing new. The anime isn't meant to be taken seriously. Completely lackluster either way. Till they stop producing it so that the manga goes ahead and they make a proper schedule ,it will be Shit.

Hawkins and Drake used to be Top 5 Supernova (excluding Zoro) but Oda nerfed them and replaced them with Urouge and Bege

The Supernova ranking is:

1. Luffy
2. Kid
3. Law
4. Zoro
5. Urouge
6. Bege
7. Apoo/Drake/Hawkins
8. Apoo/Drake/Hawkins
9. Apoo/Drake/Hawkins
10. Bonney
11. Killer

Need to see more from Bonney and Apoo to get a better judgement of them

Hawkins is an interesting lad

On one end... he can be predictable. He relies on his cards to choose his fate.

Maybe the cards stated that Law would in fact escape and if Hawkins tried to stop him his probability of surviving would be lower significantly. So he submitted to the defeat. It's really hard to tell because we didn't actually see them fight (if there was even much of a fight to begin with).

And on the another hand.... Hawkins has some unspoken agenda. Which causes him to be some what a of a wild card in Wano.

Every time Law and Hawkins cross paths... Hawkins asks Law about his alliance with the Straw Hat Pirates. Hawkins is VERY interested in how their alliance is doing and I think is has nothing to do with gathering intel for Kaido. I think he wants in on their alliance but he's not going to make the move until 1) his cards tell him to do so and/or 2) he can trust in joining Law and Luffy will not put him in another predicament like he experienced joining Kid and Apoo.

On a brighter note....

The anime has done nothing but hype up Hawkins!!

I wouldn't judge Hawkins poorly for a battle we didn't see. He's been rather impressive in my book so far, he just lucked out and ended facing a power as problematic as his own with Law. Even then, I didn't feel as if he had necessarily "lost" against Law in the latest chapter.

Also, I think he can have far more than ten dolls now, he just used this as an example to explain his powers.

It is just that the story has its demands and the coherence with secondary characters fighting abilities comes after that, plus he was most likely betrayed / taken by surprise and also, most likely, the 3 supernova captains are by default also the strongest supernovas, and let's put Zoro as well :p, since the portrayal they were given back in Sabaody (and panel time too if we consider Luffy and Law and anyway probably Killer has way more than the regular supernova).

About powers, they where a bit unfair to begin with but that cooped with the fact that he has almost 0 defences (can use substitues but loses a lot of them) yet at least he gained the huge ass demon that can move and attack for him.
