He doesn’t have to want to fuck luffy to have enough gratitude or loyalty to him that would stop him from directly trying to go against him
Katakuri has immense respect for luffy and was one of the only people he gladly fought as his true self. He even wanted luffy to beat big mom and was glad when he found out he escaped tottoland
Katakuri isn’t going to fight againt luffy or his crew again. They even have a common enemy in the Blackbeard pirates since they kidnapped pudding

I can see the remnants of the rocks crew members teaming up together but not under buggy.
Katakuri, Yamato, Marco/weevil, etc are way more likely to team up with Luffy instead.
Maybe like different factions if anything. Like say there’s a group made up of a pro luffy and anti luffy group. Yamato and katakuri leading the pro and perospero and maybe king or Jack leading the anti

All the Warlords will be somehow under Cross guild.
I have already theorised this.
Cross guild will be a parallel to Rocks.
All the weird powers will be together.
And they do not have agree with each other or share same goal. Because that's the fuckin point.
they won't agree on anything yet banded together for some reason. None of the rocks ever agreed with each other. Bigmam confirmed it by saying Rocks fall was them infighting with each other.

We need that Ray - Buggy call. We also need Ray - Mihawk with the later saying: Hey, has-been old man (dad), butt out of this... We'll take her in. Not because you asked. But because she is strong... (Click).

Idk if you remember but just to remind you, do you remember when Green Bull was about to take over Wano single handedly?
Do you remember Yamato staying behind to protect the island even though its been her dream for 20 years to sail the oceans?
Do you remember her lying to Momo and the rest, saying she was staying to travel all over Wano in order not to hurt their feelings, on the suggestion/order of Zoro?
Do you remember Luffy saying thank you, Yamato, that sure takes a load of my mind? Knowing fully well even someone as relatively "weak" as Green Bull is enough to take out Wano by himself if Yamato is gone (forced to stand down). Never mind Shanks, Mihawk, BB or a big Marine Fleet arriving.
If say Amazon Lily is attacked again it puts Luffy in a tough spot. He doesn't have the resources to defend all his territories. He also lacks the reputation of Big Mom, Shanks, Kaido or Whitebeard that would kill any intruders (likely same with Blackbeard).
Luffy would probably need to send Zoro or Robin, killers, to send a message. One would get lost and the other is his trumph card. CG on the other can pay random pirates to protect the country together with one Shichibukai as commander, like a Buster Call.

You’re conveniently forgetting the fact Rayleigh and shakky are helping protect Hancock and Amazon lily. So it’s even less likely that they’re going to be in any major danger especially after having Blackbeard flee
At the end of the day any emperor territory can get attacked but because it’s under an emperor it makes people way less likely to do so. It being luffy’s or shanks doesn’t matter. At least unlike shanks luffy actually had a competent fleet he can use
