Questions & Mysteries Why Zoro and Sanji can still get CoC (Specialist vs. User)

Not really. In F.I Luffy used his CoC so the others had no point using theirs if they had it.
P.H had no good opportunities.
Dressrosa was another one that had no good opportunities otherwise Luffy would’ve used it as well in that arc.
Wano is here and still Zoro is surrounded by people who wouldn't even get knocked out by CoC.
Thing is Zoro is mainly always with Luffy so when there is an opportunity to use CoC Zoro never has to because his captain who has stronger CoC just uses it.
There’s still a lot of time for the 2 to show off CoC and learn to control it.

Oden and Doffy are the only royals who have CoC and they have all the other prerequisites as well. Sanji is a royal but he doesnt have any of the other prerequisites.

- First mate or Captain of a crew

Sanji does not have potential for based on his bloodline. You’re obfuscating royalty with people who take it. There is one(?) confirmed user of CoC that is descended from legitimate royalty, and that would be Doflamingo, who is actually a Celestial Dragon.
You can go down the list of characters who have CoC and the vast, overwhelming amount of characters are not of royal blood, and of the ones that are “royalty,” it’s not a legitimate claim beyond calling themselves royal because they took the throne as opposed to actually being a part of the bloodline.
Sanji’s case is nothing like Katakuri’s. Katakuri does not have it because he has a royal bloodline. He does not. He has it because Big Mom has it, who is a titan among people in the series, and his own drive.
Also, the point about “caretaker” is questionable. The Straw Hat’s have split up one time into different groups. It’s not some predominant theme with him. They all do their own thing.
It has nothing to do with actual royal bloodlines, based on everything we’ve been shown.

COC is no longer a quality that makes Luffy look more special than his fellow conquerors. The number of COC users is too high for it to make Luffy more special than he already is; COC users look more special when they're the boss of another COC user/s than them just being COC users themselves. Luffy must at least have one COC user under his command for him to look as special than Roger, Linlin and New Gate. Roger, who's supposed to be a parallel to Luffy, had two COC users if we exclude Shanks who was just a kid. How can Luffy possibly create a better image than Roger when he had more COC users under him than Luffy?
On one hand, many characters have CoC so the chances of them getting it is high.
On the other hand, that's the problem. Too many people have CoC and it's honestly not that special anymore.
I rather Zoro and Sanji develop something on their own, right now CoC is just a title. Zoro's own take on CoC using fear is much more badass.

"Royalty" does not mean Celestial Dragon. All the the Yonko/Emperors are Kings/Queens and so are a handful of the Shichibukai.
Doffy is a King. Hancock is a Queen. Oden was Shogun-to-be. And I guarantee you that even Kuma that CoC, as King of Sorbet, when he was a "Tyrant".
