Nothing has really changed.

He will be very important, but not as much as Blackbeard or Imu on the villains side.

Some point think in concepts of black and white so hard that I think they forget that tiers with villains exist for a reason. Kaido wasnt the endgame, neither will Akainu be. But that doesnt mean he wont be fought at a key point in the story.
Most obviously Blackbeard and Imu are the end of the story, but acting like Akainu doesnt have a role to play in the story with Luffy is insane lol

Xebec also took out an admiral off screen.

Xebec, despite the "civilian" and "rookie" cope was relative to Harald who gave up fighting the entire flashback.

So at absolute best you can argue GV Garling was admiral level or cope by saying he wasn't in his prime.

Even if Akainu doesn’t have CoC (which he probably does btw), I don’t see what stops him from just dragging Garling into the ocean

Yes he will and many are setting themselves up because of One Piece slowness. The only character to give Luffy a throbbing scar and break his will that was reintroduced at the same time as Blackbeard will get his due time. Highest bounty in the present story btw
