Speculations Will Akainu have 5bil or 4bil bounty?

If Oda factored in Akainu's likelihood of being Post Elbaf Luffy's opponent and an Awakened top tier Logia monster, into this 5B bounty then Sengoku would not have 5B if he was the FA in the present
( especially if it's Old Sengoku, i don't think even Prime Sengoku was as strong as Akainu )
However if Oda doesn't factor in those into account, and this bounty is purely for whoever is the FA, then yeah Sengoku would have 5B

As I said before, the 3 billion can range between +3.0 - 4.9 billion since 1.) the 4 isn't present and 2.) there are no decimals either, the numbers are an integer in CG bounty scaling system.
So your point is moot. Admiral Akainu can have WG bounty of 4.0, 4.3, 4.6 or 4.9 and he'd still get 3 billion when it comes to CG bounty.
