There is no need to play this game, the plot will take care of this and all pirates will be on the same side against World Government.
Whether they are all following Blackbeard or they are all opposing Imu, the result is the same = all pirates are on the same side.
Blackbeard Pirates are not supposed to surpass Rocks' Pirates, that is not their purpose. They exist to be counters to specific Strawhats.

Cross Guild is half-led by Crocodile, and he isn't a man who takes risks and gambles his manpower in a stupid game.

Buggy on the other hand, would likely partake in a Davy Back.

Crocodile also ain't the type to allow Buggy to somehow lead them to PK race. For memes, and storyline anything can happen in OP.

The race to OP is the end of the show, the WG war comes before it.
There is no need for BBPs to absorb anyone in that race while in the war the circumstances will make sure for anti-WG side to have more troops than any single crew playing DBF could ever imagine.
Blackbeard Pirates were never supposed to be stronger than Rocks pirates, Rocks' sons will simply inherit the same will that Rocks had.

Blackbeard should have gotten the seraphim imo somehow. With Devon getting Saturn's identity and Gorosei having supreme command over the seraphim allegedly, it could have worked out?

Can't believe we're still waiting for the other 3 seraphim to do anything too. I expected them In elbaf ideally.

Mihawk and Croc have the benefit of the fact that they are the true shot callers of Cross Guild and aside from Buggy running his mouth to his dumb ass subordinates again can mostly do whatever the hell they like. That is why Cross Guild exists.

Neither of them are the type of character I would expect to agree and say "oh what is that Blackbeard, you beat Buggy in a dance competition? Well alright, guess i have to join your crew now captain" even if Buggy was dumb enough to enter a Davy Back Fight with Blackbeard.

I think this idea that Devon would be able to control the Seraphim was always sorta weird. Saturn is dead and Garling replaced him quite publically. From what is shown Imu did not sink Saturn ship and kill all Vice Admrials to see him die or anything. You would assume everbody just knows Saturn is not to be listend to anymore.

Even if the Seraphim cant be "updated" to acknowledge the fact Saturn is no longer able to give them commands, you would assume if the four other Gorosei told the Seraphim "do not listen to that imposter" that would override their command structure no?
