General & Others Will Crocodile be successful in creating Eutopia? the nation he wants to create with the help of Mihawk

Everyone rooting for Goofy to be the next PK, ZoLo to be the new WSS, Sanjino to find his blue lake, Croco to create Utopia etc etc but what about Buggy ?
Why cant he achieve his own dream to be on top ?
I swear Buggy is the most realistic character close to the average reader. He is a sleazebag thats wants to climb to the top, and i hope he can achieve it because that would be the perfect ending.

To be honest - it would probably be one of the nicest countries to live in. Alabasta only had two flaws
- desert/drought because Croc needed protection/elemental advantage
- rebellion, Croc needed a coup d'Etat so he could "save" the country and become legitimate King
If Utopia can achieve military another way he won't need to steal the rain. And if he funds and founds a country from scratch he won't need to stage a civil war.
Croc is not about to make people into toys, steal their lifespan, work them like dogs in the mines. He is no angel by any means but he is a lesser evil compared to many other despots.

When your entire organization's entire backbone is supported by some of the biggest criminals in the world, you're not creating any type of "utopia".
You think rapists, mass murderers (Crocodile himself is a genocidal freak), Cartel Bosses, etc etc... are all gonna fall in line and be happy loving go citizens of the perfect nation?
Confused as to why you mentioned Alabasta. King of Alabasta who made it flawless wasn't Crocodile, but the mf renowned throughout the world for his kindness and being a top tier Monarch, Cobra.
He has next to 0 qualities of Cobra.
