I'd say in terms overall no, not close, Loki wont even be a true "enemy" like Kaido. In terms overall Loki will be on the lowend totem pole id say theyd just spar at best, no winner. if Shanks hasnt taken out Loki he isnt actually malice or evil and Luffy hasnt sensed that either from him.

Nothing surprising there, Linlin was always an anomaly and she might even have giants' blood in herself. The destruction of one tiny village can't really compare to the entire kingdom, especially because she herself was keen to ally with the giants to gain yonkou-breaking power. She obviously holds giants in high regard as otherwise why not just conquer them and rule by fear like Kaido did?

What I am saying is that Giant hype was sacrificed for Linlin hype at the time. Oda didn’t need to do them that dirty but he basically did by making 5-year old Linlin rampage thru a village and implying she would cause far more destruction had they not given her Selma. That’s a bad look for Giants regardless
Oda also kinda shat on Loki by making him a political pawn in BM’s alliance plans. She has met him and all could think of was the army, not Loki himself who is apparently strong enough that needed the entire country to be restrained

Crocodile > Bellamy, perhaps even Enel if Croc had haki while Enel didnt and couldnt hurt logia Croc
